Multi-Tiered System of Supports/Response to Intervention (MTSS/RtI)

The Diversity, Prevention & Intervention (DPI) department’s goal is to lead the change for all Broward County Public Schools' (BCPS) students in achieving lifelong academic, behavioral, social and emotional success. A Multi-Tiered System of Supports (MTSS) is a term used to describe an evidence-based model of schooling that uses data-based problem solving to integrate academic and behavioral instruction and intervention. The integrated instruction and intervention is delivered to students in varying intensities (multiple tiers) based on student need. “Needs-driven” decision making seeks to ensure that district resources reach the appropriate students and schools at the appropriate levels to accelerate the performance of ALL students to achieve and/or exceed proficiency. MTSS, rooted in the data-informed practices of Response to Intervention (RTI) and Positive Behavioral Intervention and Supports (PBIS), explicitly offers a multi-tier approach. Emphasis is on school-wide, differentiated universal core instruction at Tier 1; Tiers 2 and 3 provide intensive and increasingly individualized interventions. The process is intended to result in better learning opportunities (academic and behavioral) and higher achievement for all students.
